What the state charges: its published fee schedule prints the words NO FEE in the fee column beside that filing. The line is not a discount and not a courtesy with an expiry date attached to it. There is simply no charge.

Order of operations is the only rule worth memorizing. The portal offers a field for an incoming agent and no field for a vacancy, so the successor gets hired first and the appointment crosses over in one motion, old name out and new name in.
